Итак следую заметить что решение етой проблеми очень важное для меня и я готов даже заплатить WMZ тому кто поможет мне ее решить... потому викладиваю сразу всю ситуацию.
Значит на компе стоит операционная система Windows 7 32bit
Подключение к интернету, провайдер ОГО, Укртелеком

Фаєрвол включен, антивирус стоит Avast
Модем ZyXEL P660RT2 EE настроен в режиме роутера.
Проблема вот в чом. Поставил я сервер и сам то я на него захожу но другие пользователи по интернету зайти немогут :lock:. Вот собственно и вся проблема.

Внешний IP динамический и меняется раз в день, но я зарегил его на no-ip под хостом ownige.no-ip.org
Еще одно... раньше в настройках протокола TCP/IP все стояло "получать автоматически", но я настроил согласно инструкции провайдера

и что я заметил что раньше на модеме в разделе Network > LAN > Client List Статус бил такой как на рисунку на етом сайте

но теперь он виключен . . .
Еще когда настройки били "получать автоматически" тогда когда я пинговал свой внешний IP с чужого компютера писало " Превишен интервал ожидание " а теперь когда я настроил TCP/IP то он пингуетса, но сетевой IP 192.168.1.33 как не пинговался так и не пингуета.
Порти у меня все закрити я почемуто их открить немогу. В Navicat там где Connection в строчке host name/IP adress я вписивал localhost , когда я пишу свой IP то немогу к нему приконектится =(((
